When I tried to connect to the server via irssi, I cannot connect to the server.

10:18 Waiting for CAP LS response...

In fact, it's my first time to use IRC, I'm not sure is this is server issue or my client issue.

SASL seems a bit... unstable these days, I got reconnect issues from time to time too. I blame tehron.
You may disable SASL auth and authenticate via NickServ after connect instead. (might have to disable the SASL support in your client completely, e.g. for it not to send the CAP cmd)
